About the Project:
Delivered by UP North on behalf of Charters Towers Regional Council, the Strategic Land Supply Study provides a comprehensive evidence base to inform future land use planning across residential, commercial, and industrial sectors. The Study was developed in response to a major investment pipeline of over $6 billion across mining, defence, water, and agriculture, and considers how the Planning Scheme and associated policies can better respond to emerging development pressures and housing needs.
The study assessed growth scenarios to 2040+, identifying the need for greater alignment between zoned land and infrastructure capacity, and supporting recommendations on industrial investigation areas, township roles, infrastructure analysis, and land tenure constraints.
The report also directly supports the implementation of the Council’s Community Strategic Plan 2023–2033 and recommends planning scheme changes that reflect the North Queensland Regional Plan. The work will assist Council to manage growth, strengthen its planning framework, and unlock land for development in a way that protects the region’s rural character and investment appeal.
