FNQ Regional Plan Review

About the Project:

UP North supported FNQROC and its member councils in shaping a unified regional voice during the early-stage review of the Far North Queensland Regional Plan.

This work focused on strengthening the Regional Plan’s alignment with local planning frameworks and elevating regionally significant issues including housing supply, infrastructure coordination, economic diversification, and land use outcomes for First Nations communities. The project also reinforced FNQROC’s critical regional advocacy role, ensuring that Far North Queensland’s distinct challenges and opportunities were clearly represented in State-led planning processes.

By engaging with council planning teams, reviewing policy alignment, and identifying practical implementation gaps, UP North helped position FNQROC as a constructive partner in the Regional Plan review. The work highlighted the need for stronger delivery mechanisms, better integration of infrastructure planning, and a renewed focus on regional economic development grounded in the lived experience of communities across the Far North.

Deliverables:

  • Review of local planning scheme alignment with the current FNQ Regional Plan
  • Summary of regional planning issues, gaps, and opportunities
  • Engagement with local government planning teams and FNQROC technical groups
  • Strategic briefing paper addressing key regional priorities: housing, infrastructure, economic growth, environment, and First Nations land use
  • Draft content and recommendations to inform FNQROC’s formal submission to the State
  • Practical options to improve implementation, delivery, and cross-agency coordination under the Regional Plan
